From hearing various first hand accounts, it sounds like alot of hardcore burners embraced the rain & most others dipped out as soon as they could (many while the exit was technically closed).

Its a little different though, because they host their own server and can verify updates before pushing them onto their own hardware. So they arent dependent on foreign volunteers in the same way that they were dependent on foreign servers when using twitter.

I think this is a really good long term strategy, and something that is already happening to some level.
Many instances are open about blocking others, and warn eachother of bad instances (like a instance full of spam bots or bigots). I could definetly see this evolving into an alliance type network like you described.
