I had this issue with the Bose app and it took me a long time to figure out why adding any services would fail silently. Until I re-enabled Chrome, which suddenly fixed the issue.
Cortana was so far ahead of the competition when it launched on Windows Phone and really useful. But they messed it up with Windows 10 Mobile and even more so on desktop Windows.
True, I wouldn’t know which app to use if it ever breaks.
